Vice-president for General Counsel of the Panama Canal Authority

Since 2005, he works for the Panama Canal Authority where he has held the positions of Manager for Legal Advice on Contracts of the Department of Engineering and Programs Administration and the Panama Canal Expansion Program, Attorney in the Office of General Counsel and Contract Specialist

Over 20 years of experience in the field of public procurement and international contracting, he has participated in the drafting and revision of bid documents and millionaires construction contracts, most recently in all the Panama Canal Expansion Contracts, including the participation of the Panama Canal defense in various claims, disputes and arbitrations.

He previously, acted as Negotiating Lawyer for the Ministry of Commerce and Industry of Panama, negotiating several free trade agreements (FTA) including Taiwan; Singapore; United States of America, and meetings concerning the WTO among others.

Graduated from the University of Panama in 1997, where he obtained a LLB in Law and Political Science with high honors. He also has a Master’s Degree in Foreign Trade and Doctoral studies in Private Law with emphasis in International Private Law from the University Carlos III of Madrid. In 2012, he completed the Executive Leadership Program of the Panama Canal Authority.

He has been speaker in several local and international conferences on public construction, dispute boards and arbitration matters, among others. He also worked as a university professor at the graduate and master’s degree level for more than 15 years.
